3 TCO of the Indian Central Amazon Region of Bolivia (CIRABO), ie Multiethnic, Takana-Cavineño, Chacobo-Pacahuara, and 6 municipalities: Guayaramerín, Riberalta, Gonzalo Moreno, San Pedro, Villa Nueva and San Lorenzo.

Project Challenges

-The construction and paving of new roads that accelerate deforestation.

-The unauthorized logging and forest fires generate damaging biodiversity and productive potential of forests.

-The illegal activities in communal lands (TCO) that reduce access to the livelihoods of indigenous peoples.

-Deforestation unauthorized and violates state regulations affecting the best land use.

Objectives

To implement a sub-national Reduction of Emissions from Deforestation and Degradation (REDD) Program that is coherent with the Bolivian National REDD Mechanism and the Indigenous REDD Mechanism. See our Fact Sheet

Expected Results

The Sub-national REDD Program has been formed in the Amazon forest landscape of Bolivia according to the National REDD Mechanism (FAN; CIDOB):

  • Program site agreed upon with local and national stakeholders
  • Institutional and legal program frameworks agreed upon and established (Framework agreement approved and Interinstitutional Board of Directors created and functioning)
  • Indigenous leaders trained on the national and international REDD thematic, having participated in national and international events.
  • Communications program (awareness and diffusion) implemented.

To establish the integral baseline for emissions from deforestation and degradation under international standards in the REDD process (FAN):

  • New tele-detection methodologies and special modeling evaluated
  • Deforestation baseline and degradation baseline prepared and integrated.
  • Project Design Document (PDD) prepared.

To guarantee the effectiveness of the system to control and oversee infractions due to large-scale illegal deforestation and lumber pirating:

  • Monitor large-scale deforestation almost in real time
  • Decentralized inspection of large-scale deforestation and lumber pirating lawbreakers in the East zone using mobile units.
  • Central inspection of deforestation and lumber pirating lawbreakers.

To mitigate degradation of the Amazon forest and the corresponding leaks (CIDOB, CIRABO):

  • Sustainable community forest use systems implemented.
  • Use of non-lumber products (brazil nuts, cacao (Theobroma cacao)) strengthened

To verify and certify emissions reduced by the sub-national program (FAN):

  • Reduced emissions monitored according to monitoring protocols established by the PDD
  • Emissions reduction methodologies validated and program impacts verified externally.
Use of the products after the project has concluded
  • PDD, scientific document approved and certified that serves as a pilot REDD experience at the national level.
  • Actors involved have gained valuable experience in agreeing upon technical-scientific work and social awareness on the importance of the REDD.
  • State entity is competent and the communities have been given deforestation control mechanisms that make conservation and the sustainable use of forests viable.
  • Sustainable community pilot forest conservation systems and the creation of new economic alternatives have been taken on by the communities.
  • Avoided emissions certification funds for the future conservation of the forest.
